Prije minulog rata bosanskohercegovačka 400 kV mreža predstavljala je dio ukupnog sistema UCTE (UCTE - Medjunarodna organizacija za koordinaciju prenosa električne energije), uz istovremeno dobru povezanost sa republikama bivše SFRJ. Ratna dejstva imala su za posljedicu veliki stepen oštećenja. Unutrašnje potrebe i sve izraženiji zahtjevi UCTE i zemalja jugoistočne Evrope za povezivanjem, zahtijevali su razmatranje uvjeta i mogućnosti sanacije 400 kV mreže Bosne i Hercegovine. U tom pravcu urađeno je više studija s ciljem da se kroz analizu mreže utvrde uvjeti i mogućnosti povezivanja zemalja jugoistočne Evrope sa zapadnoevropskom UCTE zonom. Kod ovih analiza posebna pažnja poklanjala se analizi pouzdanosti i stabilnosti rada ovako povezanih mreža. S druge strane Svjetska banka je pristupila sanaciji prenosne 400 kV mreže koja je završena i 10.10.2004. godine nakon više od 12 godina uspješno je obavljeno ponovno povezivanje (rekonekcija) elektroenergetskog sistema jugoistočne Evrope (Grčka, Albanija, dio Ukrajine, Bugarska, Rumunija, SCG, Makedonija i dio Bosne i Hercegovine) sa preostalim dijelom kontinentalne Evrope u jednu cjelinu. Naravno, rekonekcija je povećala stabilnost i sigurnost rada elektroenergetskog sistema. Ovo je veomo značajno za Bosnu i Hercegovinu kako zbog plasmana viškova električne energije, tako i zbog šansi da postanemo tranzitna zemlja što će donijeti dodatne prihode za novu transportnu kompaniju. Imajući u vidu novonastalu situaciju, a uzimajući u obzir da su se i prije rata javljali visoki naponi, neophodno je sa stanovišta jačine izvora i opterećenja i dalje eksploatacije mreže sagledati problem rada mreže najvišeg pogonskog napona u Bosni i Hercegovini, konkretno sa aspekta sklopnih i privremenih prenapona. Ovaj rad bavi se problematikom sklopnih i privremenih prenapona u jednom dijelu naše 400 kV mreže, konkretno dalekovoda Tuzla - Banja Luka i Mostar-Konjsko (Republika Hrvatska), sagledavajući utjecaj rekonekcije na nivoe prenapona. Before 1992, 400 kV electrical netv/ork of Bosnia and Herzegovina was an integrated part of the UCTE (Union for the Coordination of Transmission of Electricity) system, and at the same time it was good interconnected with the republics of former Yugoslavia. As a result of the war activities during 1992-1995, very important points and overhead lines in the electric netvvork in the region were damaged and have been out of operation for many vears. They are Mostar Substation 400 kV with connected lines that caused the interruption of the North ex-Yugoslavian power corridor. As a result, the southeast UCTE wing was separated from the main European interconnected grid. A necessity for considerations of the possibilities for rehabilitation of the B&H 400 kV electrical netvvork has been imposed by the internal necessities and stronger demands of UCTE and SEE countries for it. Some studies [1] have been done in order to analysis of the state on the electrical netvvork and the preconditions and possibilities for interconnection of the SEE countries with West European UCTE zone have been detected. The significant attention has been given to analysis of the reliability and stability of the interconnected netvvork on that way. On the other hand, World Bank financed the rehabilitation of the transmission 400 kV electrical netvvork (Project Povver 3) vvhich was completed on the 10lh October, 2004, and the reconnection of the South-East Europe (SEE) povver system (Greece, Albania, part of Ukraina, Bulgaria, Romania, Serbia and Montenegro, Macedonia and the part of Bosnia and Herzegovina) with the mayor part of the continental Europe vvas successfully done after 12 years. Now, the European system is a unity again. The reconnection has caused that the electrical system stability and reliability have been improved. Ali that is very important for Bosnia and Herzegovina taking into account the opened possibilities for the sale of the surplus amount of energy and for the chance that Bosnia and Herzegovina become a transit country also. Taking into account the nevv situation and also the fact that the overvoltages have appeared before the war it is necessary to examine the problem of the Bosnian and Herzegovina the highest voltage netvvork operation from the source and load povver and further netvvork operation point of vievv, concretely from the aspect of the svvitching and temporary overvoltages. This paper deals vvith the problems of the svvitching and temporary overvoltages at the 400 kV overhead lines Banja Luka-Tuzla and Mostar-Konjsko (betvveen Bosnia and Herzegovina and Croatia), taking into account the impact of reconnection onto overvoltages levels.
